The SMG is located at the edge of the concrete part of the cliff in some crates. Try to stick to the ground before this part, since if you start floating away too soon you wont be able to get back quickly. Step 2: Float your way to the top of the cliff. If you miss your trajectory, just wait until you hit the invisible wall in the sky.
